Gina Haspel Named CIA Deputy Director; Mike Pompeo Comments

The Ranking Members of the Senate Intelligence, Armed Services, Foreign Relations, Judiciary and Appropriations Committees have sent a letter to Secretary of Defense James Mattis and CIA Director Mike Pompeo expressing alarm at reports that Administration is reportedly considering an Executive Order that would revoke the bans on CIA "black site" detention facilities and interrogation techniques that aren't in the U.S. Army Field Manual.

Haspel, who according to Glenn Greenwald, "was centrally involved in the worst abuses of the CIA's Bush-era torture regime", will be second in command behind Mike Pompeo, the director of the Central Intelligence Agency.

Haspel briefly ran a secret CIA prison where accused terrorists Abu Zubayadah and Abd al Rahim al-Nashiri were waterboarded in 2002, according to current and former USA intelligence officials, who spoke earlier to The Associated Press.

James Clapper, the former national intelligence director, said in a statement that Haspel was a seasoned veteran of the agency who was widely respected by the workforce as well as those outside.

Top Senate Democrats said Friday that President Donald Trump will face strong bipartisan hurdles in Congress if he moves to change the law or guidelines that now forbid waterboarding terror suspects, arguing that harsh interrogation measures are immoral and an ineffective means of eliciting reliable intelligence. "She has also been a strong proponent for integration, not only within CIA, but across the intelligence community".

Haspel was passed over in 2013 for a permanent assignment as head of the CIA's clandestine service, although agency officials said the decision was not driven by her connection to the prisons controversy.

In Washington, she has held several top senior leadership positions, including deputy director of the National Clandestine Service and deputy director of the National Clandestine Service for Foreign Intelligence and Covert Action.

The Bush administration authorised the use of waterboarding after the 9/11 attacks, operating from unacknowledged overseas black sites to avoid domestic restriction on interrogation techniques.

In Pompeo's announcement, he said Haspel was a "proven leader with an uncanny ability to get things done and to inspire those around her".
