More than 9,000 people are dry and safe Tuesday at a temporary shelter in downtown Houston's convention center, but are now struggling to come to grips with their new reality. Officials defended a decision not to call for a mass evacuation because of the dangers posed by such a move. Area churches and aid organizations donated clothing, bedding and food for those forced to leave their home.

Thousands of those are destined for Dallas as soon as they can escape Harvey's high waters, joining the more than 500 who are staying in temporary shelters at the Walnut Hill, Tommie Allen, and Samuell Grand Recreation Centers.

In Houston this function is being fulfilled by the George R. Brown Convention Center, according to a report by The New York Daily News. "If folks have a child they want to get educated and not sit in a (recreation) center. they walk in the door, they register, put the kid down on a desk and they start learning!" Forecasters say, more rain is coming.

"We knew what it takes to set up the convention center", he said. Dulcie Alexander, 44, was trapped along with several other drivers by heavy water on a highway Saturday night.

The convention center is now being set up with hopes to open Tuesday morning. Roads in the area are "in pretty good shape", he said.

"Being prepared for the event, that's really the most important part", said Mr Reno Wilkins, a Houston official who was at the convention centre on Monday.

Forecasters expect Harvey to stay over water and at 72 kph for 36 hours and then head back inland east of Houston sometime Thursday.

Edgar said echoed the feeling of so many who found themselves in the same position-going through hardship, but still alive to tell their story.

So why did Fern step up to help out the people of Houston? The church has been collecting supplies for other centers and is providing on-site health checks. "It's essential for those of us who are able to help do so".
