Bettman said the franchise fee to move a time to Seattle is set at $650 million United States dollars. But that doesn't mean there is a lack of speculative alternatives on the table.

Seattle Mayor Jenny Durkan on Wednesday signed an agreement with a developer to renovate KeyArena after city council approved a memorandum of understanding with Los Angeles-based Oak View Group to privately finance a roughly US$600-million remodel of the venue earlier this week.

Bettman says Seattle is the only city being considered for expansion at the moment, which means an National Hockey League team likely won't be playing in Quebec City's 18,259-seat Videotron Centre in the foreseeable future.

"We're a little familiar with the city, but the level of due diligence that we will do is something the expansion process contemplates", he said. In December 2014, owner Bill Foley was granted permission to conduct a season ticket drive for a Vegas team, but the League didn't announce it would start taking applications until June 2015.

The NHL was specific in pointing out that Seattle is likely an expansion team, not a relocation like some had speculated.

"It is a work in progress but we're very confident that we're going to get this to work", Commissioner Bettman said, "and the amount of data that it will provide in addition to creating opportunities for broadcasters to use it in real time is pretty exciting".

"Our plan is just to look at Seattle at this point", Bettman said. Vegas was granted a team one year later. The Vegas expansion fee was $500 million.

"We learned that we can get the technology to work but we needed it to work better so that it could be scalable", Commissioner Bettman said. "Because we're not anticipating anybody moving right now".

Commissioner Gary Bettman told reporters at the conclusion of the league's board of governors meeting Friday that the projected salary cap for 2018-19 will be somewhere between $78 million and $82 million, up from the current $75 million. The Golden Knights made their debut this season.

The league also has been eyeing Seattle as a solution to address the 16-to-15 team imbalance between its Eastern and Western conferences. We keep the arena on track.
