The revelation comes just three days before Trump is expected to meet for diplomatic talks with Russian President Vladimir Putin.
Ahead of his summit with Putin, Trump has both lowered expectations for the talks and issued a stunning rebuke of what has traditionally been one of Washington's closest allies.
"Missed opportunity by President Trump to firmly hold Russian Federation accountable for 2016 meddling and deliver a strong warning regarding future elections", Graham tweeted.
When asked by a reporter whether he believed the various USA institutions that asserted Russian interference or Vladimir Putin, Trump did not provide a direct answer.
"Anybody - I don't care what their political affiliation is - who seeks to prevent or sabotage this summit or its outcome, I ask this question: Do they prefer impeaching President Trump to averting war with Russian Federation?" "We are the two great nuclear powers".
"I'm not going in with high expectations but we may come out with some very surprising things", Trump said during his United Kingdom news conference.

He didn't mention a USA grand jury's indictments of 12 Russian intelligence agents on Friday or the Kremlin's interference in the 2016 US election.
The indictment does not answer the question of whether the Russians were reacting to Trump's speech.
But the U.S. leader insisted that the Kremlin chief had delivered a "powerful" denial of any Russian manipulation, and said the investigation by special counsel Robert Mueller was proving a "disaster" for the United States.
