The stadia aim to employ cooling technology capable of reducing temperatures within the stadium by up to 20 °C (36 °F), and the upper tiers of the stadiums will be disassembled after the World Cup and donated to countries with less developed sports infrastructure.
Putin, who was in attendance at the Luzhniki Stadium with French President Emmanuel Macron and Croatian President Kolinda Grabar-Kitarovic, congratulated his counterparts after a thrilling world cup final.

"We were disappointed in 2018 when we did the World Cup bid. Welcome, dear friends", the head of the world governing body said in English, Russian and Arabic.
"When I got my hands on a World Cup final ticket, I immediately forked out an arm and a leg for the air ticket to Moscow", Mr Katumba, who spent in excess of $2500 (Shs9.3m) for his Qatar Airways flight, said.
"Because of these measures (sanctions imposed over Russian activity in Ukraine) we are losing opportunities", the Hungarian leader said in comments reported by Russian news agencies.
The draw for the 2022 World Cup is expected to take place in April 2022.
"Behind this (World Cup) success lies huge preparatory, operational, analytical and information work, we operated at maximum capacity and concentration", said Putin.
"Though it will be hard to repeat that success as we are a small country, but we are very keen on sport, " he said.
