Mr McCain died on Saturday, aged 81, after choosing to end medical treatment for brain cancer. We never hide from history. Vice President Mike Pence is likely to attend, said the officials, who spoke on condition of anonymity to describe private discussions.

Two days after Senator McCain's death, Mr Trump said he respected the senator's "service to our country" and had signed a proclamation to fly the U.S. flag at half-staff until his burial.

Senate chaplain Barry Black, a Navy rear admiral, observed in his opening prayer that McCain had a 'sacrificial willingness to take the road less traveled, to rise above partisanship, to provide a profile in courage and to give his life in service'.

In 1956, Russell was a co-author of the "Southern Manifesto", which opposed desegregation of public places, and he led the Southern bloc of senators who opposed the Civil Rights Act of 1964, calling it "shortsighted and disastrous". At the same time, he said he'd accede to the family's request that he stay away from McCain's funeral services.

But they were flying at full-staff by Monday morning, even as the flags at the US Capitol remained at half-staff.

McCain was a leader in the Republican Party, claiming the party mantle during the 2008 election when he ran against Barack Obama for the presidency.

Prior to the statement, Trump had only tweeted his "deepest sympathies and respect" to the McCain family.

Ducey does not plan to announce his selection of a Senate successor to McCain until after McCain's burial. Over the weekend, some candidates and political organizations led get-out-the-vote efforts.

Tributes poured in from around the globe. The senator asked that he be buried at the U.S. Naval Academy in Annapolis, Maryland, near the grave of a long time friend, something he told Lesley Stahl on "60 Minutes" in September 2017.

French President Emmanuel Macron tweeted in English that McCain "was a true American hero".

"It's tough, I'm going to miss him, I've admired him my entire life", Flake said, holding back tears. "His significance went well beyond his own country". His support for Israel never wavered. Trump, meanwhile, said in 2015 that McCain wasn't a war hero because he was a prisoner of war in Vietnam.

McCain was first elected to the U.S. House of Representatives in 1982, and, after serving two terms, was elected to the U.S Senate in 1986.
