On the video that was widely shared, the man, identified as Rohit Tomar, the son of a sub-inspector Ashok Singh Tomar, is seen telling the woman, "Don't take his name again", as he hits her. "I have taken note of a video where a youth has been seen severely beating a woman. I have spoken to Delhi Police Commissioner and have told him to take relevant action", Union Home Minister Rajnath Singh tweeted.
Tomar allegedly threatened her with the same kind of treatment if she did not follow her instructions.
The accused was arrested under section 376 (Punishment for rape), 323 (Punishment for voluntarily causing hurt) and 354 (Assault or criminal force to woman with intent to outrage her modesty) of IPC. According to reports, the complainant, ex-girlfriend of Rohit, told that the attacker had sent her the video after she refused to marry him and threatened her with similar consequences.
The video that has gone viral on the internet shows Rohit dragging the woman by her hair, throwing her onto the ground, kicking her, slapping her and using his knees and elbows.
The person filming it could be heard asking Tomar to stop beating the woman.
According to an official statement issued by Anto Alphonse, DCP, Dwarka, the woman in the video has given a written statement to the police in which she alleges that Rohit called her to his friend's office in Uttam Nagar on 2 September and "made physical relations with her without her consent". But Tomar continued thrashing the woman and abusing her.
The person who recorded the video was Ali, a friend and classmate of Rohit's, who works at this call centre.
"A video of a man thrashing a woman ( in Delhi's Tilak Nagar) has come to my notice".
