Hoyer said if Trump follows through on a threat to declare a national emergency and use the military to build the wall without funding from Congress he could be abusing his powers. "So she can talk about scanning cars and drones - [but] unless you have a barrier to prevent that foot from hitting USA soil, we will not solve the illegal immigration crisis that we're facing".

In his dire address, Trump ticked off a string of statistics and claims to make his case that there is a crisis at the border, but a number of his statements were misleading, such as saying the new trade deal with Mexico would pay for the wall, or suggesting through gruesome examples that immigrants are more likely to commit crimes. Democrats have denounced a wall as immoral, inefficient and costly, but said they support additional funding for other border security measures including increased border agents and technology. There is a crisis on the border and throughout the United States immigration system: it is being manufactured by the Trump administration and it won't be resolved by a wall.
Trump and Democrats remain at an impasse over border wall funding, with Trump so far refusing to agree to a spending bill that does not include border wall funding and Democrats refusing to support legislation that does fund a border wall. But he did not mention that Tuesday night. "So we don't understand why Democrats are now playing politics just because Donald Trump is in office".
Pence described his Tuesday briefing to House Republicans and Trump's Wednesday visit with the Senate GOP roster as the White House "educating members" on what administration officials are now calling a "security and humanitarian crisis".
